A quorum being present, the meeting was called to order by the Secretary at 9:12 p.m. EDT.

The Secretary led the members in the Pledge of Allegiance.

Mr. Hill delivered the invocation.

Mr. Hill moved the adoption of the Agenda as proposed by the Secretary. His motion was seconded by Mrs. McHugh and adopted by unanimous vote.

The Secretary reminded the members that he had previously circulated draft minutes of the July 1 meeting of the Operating Committee. He moved the adoption of the July 1 minutes. His motion was seconded by Mrs. Winters and adopted by unanimous vote.
