A quorum being present, the meeting was called to order by the Chairman.

Mr. Hey delivered the invocation. The Chairman led the members in the Pledge of Allegiance.

The Chairman delivered his report. He reported on progress in discussion with various friends who want to come into the party. There was also a discussion about approaches for alliances with other organizations.

Mr. Hill reported activities by the Finance Committee. Its report will be ready for consideration by the National Committee at its next meeting. He has also participated in Rules and Public Relations activities.

The Secretary reminded the members that he had previously circulated draft minutes of the January 13, 2004 meeting of the Operating Committee. Mr. Hey moved the adoption of the minutes as published. His motion was seconded by Mrs. Winters and adopted by unanimous vote, Mr. White abstaining.

The Treasurer reported that the party's bank balance is around $2,700, with another $700 pending deposit. She has finished a preliminary draft of the year-end FEC filing, and it is out for review.

Mr. White reported he is making a large number of calls to prospects. The Party Building Committee met for 3 hours Saturday and good progress was made. Mr. White has also made some promising contacts in Oklahoma.

Mr. Charles reported that the Rules Committee has prepared a number of resolutions for consideration by the National Committee.

Mrs. Winters stated that the Public Relations Committee approved going forward with the January newsletter and the new generic newsletter, and has nearly finished designing the business/push card for the party.

Mr. Charles moved to call a teleconference meeting of the National Committee for January 27, 2004 at 9 p.m. EST. His motion was seconded by Mr. White, and adopted by unanimous vote.

There being no further business, upon motion made by Mr. Hey, seconded by Mrs. Winters, and adopted by unanimous vote, the meeting was adjourned.

Respectfully submitted,
