Time to Pledge Allegiance, Stop "North American Community"

Boulder, CO - A task force, staffed by prominent government and industry leaders from the United States, Mexico and Canada, and organized by the Council on Foreign Relations, has made recommendations geared to influencing the direction of a recent trilateral agreement, The Security and Prosperity Partnership (SPP) of North America, signed between the heads of state of the same three countries in Waco, Texas last year. There is reason to be concerned that the SPP, an outgrowth of the NAFTA agreement, is the beginning of a European Union type structure which would erase our nation-state's already diminished independence.

These concerns are heightened by the relative secrecy of the SPP working group, which is quietly working within the U.S. Department of Commerce without Congressional oversight. The SPP's workgroups have failed to release the documents they are generating, or the names of participants, despite calls for an investigation by Congressman Tancredo.

The CFR's parallel task force published its recommendations in a report entitled "Building a North American Community." It advocates a tri-national "common security perimeter by 2010," a "North American Border Pass" and "the elimination of most controls over the temporary movement" of "travelers within North America" by 2010. Part of the recommendation is for "a common external tariff" and a supranational "permanent tribunal" for regulating tri-national trade disputes. Under the CFR's plan, the three nations would only adopt their own laws, so called "country-specific regulations," when a "North American approach" would not exist.

Accomplished and well-connected people in the upper strata of government and business tend to avoid effort on projects which are unrealizable. Therefore, given the impressive credentials of the CFR's 31 member task force, we must consider their proposal of a North American Union by 2010 to be a realistic and mortal threat to the independence which we celebrate today.
